How to add front-slash (/) to Topic URL

I need to add a slash into a topic URL so that it represents a hierarchy.

For example, assume there's a topic named:
/service-consulting

I want it to use the URL of:
/service/consulting


I've tried changing the "Search engine friendly page name" to: service/consulting

But that didn't work. When I click save the forward-slash is stripped.

Thinking that perhaps the UI was stripping the slash, I opened the database directly, going to the UrlRecord table and changing the Slug field there.

I tried the following values:
service/consulting

service%2Fconsulting

service//consulting

service\/consulting

service\\consulting


All resulted in a 404 page not found.

How do I provide a front-slash?

I'm adding the term "forward-slash" in hopes that somebody will notice my request by that term and then can provide some (any?) suggestions!
