Can't get discounts to work correctly... Get this "Failed to load requirement content"

I've searched the forums and didn't find a thread that address my issue (or at least I think).  I can create and save a discount, but when I go to add requirements to the discounts I get "Failed to load requirement content".  

I uninstalled the plugin, re-loaded the list, installed.... nothing helped.

Did you check admin log?

Nothing is listed in the log that pertains to this.

Finally got this to work.

Had some of the files re-installed and that fixed it.  Not really sure what exactly changed because they were identical, but it works now.

Now I have this error in 4.0.....  Would have been really helpful to know what files you replaced or not.

Immediately after you get the error, go to System > Log to see if any details.
