Changing the register paragraph

Hi guys,
I cannot figure out how to edit the paragraph under "new customer" in "my account".
It seems like it should be under "topics" but i cannot seem to find it anywhere in administration or
in programming.
Let me know if i need to clarify and THANK YOU.

In Admin go to Content Management > Localization

Select your language then scroll way down to Login.NewCustomerText and click "Edit"
