TaskManager needs to be reworked

As I've found on the net, webgarden only gives you more headace and not really adds any benefits to your site performance if you don't know what to manage it properly.

For normal sites, webgarden could add xN consumption of memory + cpu

Rather, we should focus on Web farms for large sites that require multiple hosting servers to balance the network.

Thank you for your solution to the TimeHandler method.  It solved my problem with duplicate emails for version 3.5.  My Max Worker Processes are set to 10 and was duplicating the tasks.
