Shipping Rates to Alaska and Hawaii

Is there a way to set custom shipping rates for Alaska and Hawaii? We find a way to do so by country, but can't find a way to do so by state.

I'm also looking for a way to use USPS to ship to Hawaii. I have a customer who lives in Hawaii and using UPS is MORE THAN DOUBLE the price when shipping to Hawaii.

It would be nice if you could select individual states under the Shipping Rate Computation Method > Configuration tab.
