Be able to change Shipping Option in Administration

We only want to offer UPS shipping options on checkout, but we may end up drop shipping from elsewhere and they only ship FedEx. In this case we would like to be able to change the shipping option for an order. Another case may be where the customer chooses one shipping option and then calls and wants to upgrade or downgrade service. We'd like to be able to edit the shipping option.
