Why are plugins copied to a shadow location

Upon browsing through code of the pluginmanager.Initialize I came accross some code that actually creates a shadow copy of each plugin.

Why are they copied?

It was used in previous versions. Right it's not used and could be removed. Previously we used this code to support Medium trust hosting. The latest versions of ASP.NET require Full Trust. Hence Medium Trust support is not need anymore.
