v3.5 PayPal.Standard - Nop Order Updated to Paid incorrectly when PayPal IPN for eCheck is Pending

This bug is very similar to this other one I posted last month, except the PayPal scenario is a bit different.

- First, this one is for PayPal Standard.
- Next, this was a customer that paid using an eCheck. An eCheck has to clear and takes 5 business days or so to do so.
- The IPN posted to Nop with a Payment Status: Pending
- Nop as a result, updated the Order to Paid.
