Enhancement Request: Add Ability to Select Site Time Zone and Use that for Shipping Dates

Currently when adding shipping information for an order it uses UTC. It is a little frustrating trying to set the correct date and time for shipping and delivery dates and times. It would be great if a Site Time Zone could be set and then all dates and times use that time zone, including the shipping dates and times. I also realize that the local system date and time could be used, but servers are very rarely in the same time zone as the business that owns the site.
