Version 3.8 Source Publish Issue

I downloaded the latest file for the source code and when I rebuild it it's fine.  When I go to publish I receive this error.  The files appear to be there.  I've never seen this before.  Any thoughts?

Did you Unblock the downloaded .rar file before un-compressing?

Where do I find UNBLOCK?

There is no unblock option at any level of the file from zip to unzipped. I have a feeling it has more to do with version of VS than anything else.
