Vendor Categories

How can we get it so each vendor can add a category? Or is it better to have them request categories and we maintain?

The problem with that setting is it gives vendors the ability to delete existing categories, etc. We only want them to be able to add/edit categories that they have entered. I think the best solution will be they request a new category.

One solution will be customize code that vendor can not delete , or vendor can not delete those categories which are added by those vendors.
