Billing Address section in checkout page not selecting country

Hi all,

the bill address section in the checkout page is not selecting the country and state/province field values automatically for a returning customer. Rest of the address details populate properly. The problem is only with these 2 drop down fields. Any pointers on how to resolve this or what might be causing the problem?
