Country Drop-Down Disabled on Mobile

Several customers have contacted me to report that the Country drop-down is disabled on certain mobile devices during check-out, including (but likely not limited to):

* LG G Stylo
* Samsung Galaxy s7



I have not been able to find any code that would disable the Country drop-down field on mobile devices during check-out.  It works fine on the vast majority of devices and computers.

What would cause the Country drop-down (as well as the State / Province) fields to be disabled?

Note: I am using the one-page-checkout option (OPC).

I cannot reproduce it. Do you experience it on our demo site?

Unfortunately, I don't experience this issue on the demo site.

In fact, I don't experience it on our site, either.

The issue seems to be restricted to just certain mobile devices.
