Free Shipping for an item displays all Shipping Methods

I'm using NOP3.5.  When I configure an item for free shipping and the customer purchases just that item, all shipping methods are displayed with a zero price.  This is confusing for the customer since they can select expedited shipping methods for no cost.  In my opinion, the customer should not have a shipping method option, or expedited shipping methods should be shown at normal costs.

Is there a fix for this behavior?

There is an open work item related to this (but it actually has been open for 4+ years, and it's still not proposed for a release).

Shipping Director can probably do what you want.  Read this blog though.  (Also, see this blog for similar example.)

Thank you for the information.  It's a bit pricey for a feature which should be built-in, but given the cost of NOP, I guess it's not bad overall.
