It's just an expression used for localization ("Login.LoginButton" is a locale string resource). Look at NopSolutions.NopCommerce.BusinessLogic.Localization.NopResourceExpressionBuilder class

why not use GetLocaleResourceString directly

you cannot use it to set property values

What the Text="<% $NopResources:Login.LoginButton %>" means?
