nop 3.8 Images not uploading from spreadsheet.

Background:

nopCommerce Version: 3.8
Storage: Images in SQL DB
Image Location: C:\Images\Parts\
Read\Write Permission given to above directory for application pool.
Read\Write Permissions correctly set for Content\Images and Sub Categories for application pool.
No Image is larger than: 130kb.

Checked 20 part Images. All images are in Image Location and named correctly.
Checked Picture 1 column of spreadsheet for Images above: File location set correctly and Image Name matches image name in directory.

470 parts. Maybe 10 Images out 470 upload.

Whats the problem please?
