Top Menu Not Working 3.8

Hello,
I just did a clean install of nopCommerce 3.8 with no add on's using the default theme. No other themes are installed. The database is an upgraded one from ver 3.5. The top menu has Home, Search, My Acct, Blog & Contact Us. It doesn't have Products and the Categories only show up if you click search. If I check the box to show Categories in the top menu, then all the other menu items disappear. Does anyone know how to fix this?
