I hope I'm just missing something obvious but this is what I *THINK* we are seeing - if so then is there a way to "fix" this/is it a bug/if fixable can you provide some guidance.

customer "Is Tax Excempt" is false
settings > tax is set to calculate based on shipping address (which is supposed to fall back to "default" I believe)
default is set to "Australia"
tax providers (by coutry/state/zip) is default and set to have one entry:
* Australia * * GST 10

And the two problems we see are this:

1) when the ONEPAGECHECKOUT is active, the customer can be using it and changes shipping address to or from "Austrlia" and their is no notification or visual indicator that the prices have changed so they can be surprised when the "bit they looked at" in the cart" and the CONFIRM page are different amounts and this can upset them

2) when the customer chooses "pickup in store" we think that the tax should be provided (not shipping, fallback to "default" which is "AU", which should mean that GST is applied, but tax remains at 0 by the looks...

any thoguhts/suggestions
