It could be referring to a lack of shipping origin address.  Configure it in Settings > Shipping Settings >> Shipping origin

I have setting for the origin as below.

Shipping origin Country  : Australia
State / province: Victoria  
City: Mulgrave
Address 1: 705 Springvale Road
Zip / postal code  3170

Are you getting the error in the checkout, or with Estimate Shipping on the cart page?

On Submit Button.

Hi Team,

I just realised this warning when if the ordering is done by a guest. So this warning does make sense. A guest would not have an address by the submit time.

Suggestion though: this warning could have something like this in a closing bracket (This is OK, for if the user is a guest/purchases). So no need to panic by the admins.

e.g A warning message like this:
SHIPPING (AUSTRALIA POST). SHIPPING ADDRESS IS NOT SET (This is normal if the user is a guest/purchases).

You can close this now!!

i.e. PayPal Express  - this is similar to using Estimate Shipping button, because it's on the cart page.  I think even for a registered customer, that it can happen too.  Register a new customer, add item to cart, click on Submit.

I did test for a registered customer & this warning does not appear for them !
