Quotation instead of order

Hi

I have a client that needs the functionality for quotations. I have seen some plugins,  but these are not suitable.
Basically, the customer must be able to select X number of products then generate a request for a quote based on the selected products.

Is there any current solution for this requirement? If not, what are cost implications for developing this kind of plugin?

It just needs the quantity text box added...and to be included in the message template.
