Do I need to restart the web server if I have changed configuration for "X" free shipping in Admin/Setting/Shipping? I have changed this value but nothing changed.
Second question, how do I change the overlay image indicating the Product qualify for free shipping?
In general, no you don't need to restart. You can always "Clear cache" if you don't see any effect (the option is in the "gear" icon in the upper right corner of admin pages.
