Where is the contact form settings located?

I am wondering how to add a default contact form on the contact page. On the demo i found it, but i don't have it on my installation. Do i need a plugin for this or is ready to be used out of the box?

And Find the following settings ==>

1. commonSettings.SubjectFieldOnContactUsForm
2. captchaSettings.Enabled
3. captchaSettings.ShowOnContactUsPage

Note: you will find here all settings.
