Could not load file or assembly itextsharp

NopCommerce 3.90 no source installation no mods.
One day the website just went down with no changes. I saw errors regarding nop4you plugin PDF Invoice not finding itextsharp. So I deleted the plugin directory and the website was operable again, however, the error persists after the customer checks outs and of course if they try to create a pdf invoice from "my orders" section. Also, if I put the plugin directory back in place, it immediately crashes again, even though I do not have the plugin installed or active. I have verified the dll exists in bin folder and is the version referenced. What do I do to fix this since I can't re-deploy or build it? And why did it happen?
