Topic page(s) URL to help with SEO

Is it possible to create a topic page as a subfolder of another topic page so that the URL keeps the structure?

Issue trying to solve:
Topic page 1 (URL = locations) - Contains hyperlinks to all branch locations
topic page 2 (URL = dublin) - Dublin address info
topic page 3 (URL = belfast) - Belfast address info

Currently when you click on the dublin hyperlink, the URL reads www.storename.com/dublin

They want it to read www.storename.com/locations/dublin

Is this possible?
