I'll be usiing this technique on some cross browser pure css menus in about ten minutes!
It's just either comments in the markup (aspx/ascx) or written out as a literal or HtmlGenericControl as a string (although I've not actually done this). As long as you use something 'CSS Friendly' so it isn't adding all the ugly, mangled markup like most MS controls do, you should be ok.
