There are restrictions based on Country
See yourwebsite.com/Admin/Payment/MethodRestrictions
Can you see both payments methods in this list ?
Other than this if it is enabled then it should be visible (unless the plugin has been modified ?)
If there is still a problem you could try unistall and reinstall the plugin

You're not the first,... The " mark...  which you want the payment method(s) not available" is a little confusing ;)
