Our client is setting up to use dollar value to calculate shipping. We've set this up for USPS and FexEx and it works fine.
What we want to do is have it use one set of rates if the Ship To Country is USA and a second set for everywhere else. Is that possible out of the box or do we need to modify module(s)?
