Order Completed Page Not Showing on Guest Checkout

I'm on nopCommerce 4.00.  

When a person does Checkout As Guest, the Order Completed Page is not shown.  Instead, it redirects to the home page after the order is placed.

When a person does Checkout As Registered User, the Order Completed Page is shown.  

Does any body else experience this and is there a way to show the order completed page after checkout for a Guest?

Have you customised the solution / added any plugin or running a non-standard theme ?

I just checked and in both instances i.e registered checkout and guest checkout the end page is the completed page

http://localhost:15536/checkout/completed/

No custom solution. But perhaps maybe a plug-in.

There is a setting for this, but it should apply the same to both guests and registered users:

ordersettings.disableordercompletedpage

(the default is False, so all users should see the order completed page)
