Images and URLs: how to write into Master templates?

Which is the best method to link to an image?

Using ResolveUrl?

When in categories , I don't see any image, because NOP add category..

That is:

From http://localhost:1675/images/image.gif
to http://localhost:1675/category/images/image.gif
