Is ACL utilized in 1.7 ver?

Hi
I am working with 1.7 ver and trying to use ACLs but it seems they are not used at all except the acl-editing page in admin. Is there a way to gather user's ACL ? (To query his privelegies.)

My fault. I found it ACLManager.IsActionAllowed()
