By a dedicated IP address, do you mean a static address?
The main thing is that you have a domain, DNS will take care of resolving to the correct address (which should be static, not dynamically assigned (DHCP)).
IIS remote management isn't really a requirement. Most hosting companies have control panels for managing most IIS tasks, or if you are using a dedicated server, you normally get remote desktop access.

The reason I asked was because in arvixe.com has the extra option: "Dedicated IP Address: Generally required for Securing e-commerce websites or Creating a site Completely independent entity. ($ X per month) "
