There's a verbiage problem/feature missing on the message template form.
If you mouse over the help icon next to "Allowed message tokens" you get the tooltip: "This is a list of tokens you can use in your messages. You can also select tokens from the 'Message Tokens' drop down list in the editor below.". There is no "Message Tokens" drop down in the editor.
