We have installed IIS in Windows 2003 server and SQL server in 2003 server with 4GB RAM on each server and 2 CPU's on each box. How many users it can able to spend. we are expecting some 2000 users.

That’s extremely hard to "calculate".
There are several test tools "out there". Search and you will find.
There are several ways to make IIS run faster. Checkout MS homepage.
http://learn.iis.net/page.aspx/154/walkthrough-iis-70-output-caching/ is a good place to start. Note that this is for IIS 7. I strongly recommend that you upgrade to server 2008 and IIS 7, sql server should be updated to 2005.
I can’t remember where I read an article about performance increase when updating from 2003 editions but it’s out there somewhere.
