In India..Cannot use Payment Gateway for order over 500 US$

According to new RBI regulations in my country we cannot take order over 500 US$ using payment gateway.

I am using nopCommerce 1.40...is there a way where I can restrict to only one item in shopping cart?

No, it's not possible now

Yes you can, If you go to the Admin -> Configuration ->All settings you would find a attribute MaxItemInShoppingCart set to 1000, you can edit and set it to 1. Hope that works
