How to set-up free shipping for a shipping method

Hi,

I have 2 shipping methods set-up, Value adn Express.

I want to offer free value shipping via Promotional Code.

I tried setting-up the Shipping discount for 100%, but that makes Express shipping also free.

I tried to set-up a coupon for an amount equal to the Value shipping, it works, but if the coupon is applied to the cost of the item and then shipping is added back.

Is there any way I can set-up a coupon that will show a third method "Free Shipping", and will leave it to the customers to then decide if they want to go for it.

Any suggestions....
