Nop V4.2 - Missing restart and clear cache on admin console

My admin console navigation bar is missing the dropdown on the far right to clear the cache and restart the application.

Any ideas how to get them back?

Are you logged in as Administrator and not vendor, etc
I.e. Needs Manage Maintnenace on ACL
