CSS and Admin logo are not changing V4.2

I have updated CSS and Admin logo. but it not updating even the following.
1. cleared history
2. Restart App from IIS
3. Ctrl + F5

i try to load the CSS directly. it still hold the old value

Are you change the Admin CSS or for front pages
If admin which files are you changing - the ones referenced by
src\Presentation\Nop.Web\Areas\Admin\Views\Shared\_AdminLayout.cshtml
If not admin do you have a theme installed or using the default "DefaultClean"

1. I try to change the front CSS (using theme - i m changing on the theme css only)
