Item has already been added

This error came when two or more person try to access the site at same time again and again

"Item has already been added. Key in dictionary: 'RegEx' Key being added: 'RegEx'"

Version 1.60

I know that this error is gone in 1.90 but I can't update the version because I had changed the code to around 40%

Please help me out.
