Adding hidden products when impersonating a customer

I have created a store for a client using version 4.1

The client frequently enters orders when logged in as an Administrator on behalf of the customer using the 'impersonate' option.

When using this mode products that are hidden from the customer but available to the Administrator using the Access Control List cannot be accessed.

Is there a way to do this?

Here is the scenario:

The website is an online opticians selling prescription glasses.

Most of the standard prescriptions can be ordered directly from the website but some have unique requirements so the client will create an option specifically for that customer but doesn't want it to be available on the website. Creating a product that is restricted to Admins using ACL looked like the answer but, although logged in as an Admin, the product doesn't appear when using 'impersonate'.
