Admin Login Page redirect to localhost refused to connect.

We deal with nop commerce ver. Net Core 3.1
The problem is that I either run the localhost
Opening the login and registration page will show this issue (  This site can’t be reached localhost refused to connect.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED), and try to allow the localhost OnAuthorization in the CheckAccessPublicStoreAttribute class
any suggestions to solve this issue.

Bit late, but for those finding this post, try running the site under https, that worked for me in localhost.
