UPS Shipment plugin Customization

i'm looking for add extra feature in UPS Rate Calculate Plugin That Provided By NopCommerce Team. on Nop 4.2 and 4.3.
well the main feature to add is :
- shipping service.
- Print Shipment Label.
- tracking.
- Returns.
- COD Service.
or if any one can build a new plugin for UPS Please Contact me.

You may want to look at the ShipStation plugin, although I'm not sure it supports all your requirements.
(What is "shipping service"?)
