local plugins not showing up after installed new plugin - NopCommerce 4.2

Hi Team, Help us on this issue, We have running NopCommerce site and using git source control, Now when we tried to add and installed new plugin (Run the application through local host) the running application get stopped, then run the application in local plugins it showing empty plugin list. What i find out there is no plugins.json file in APP_Data folder, Don't know how it get removed.

Are you running in Visual Studio?
Are you running from a 'published' copy (folder), or from \Presentation\Nop.Web?
