Use English language for administration and another for the front-end

Hello,

Is that possible to use English language for the administration and use another one for the front-end without making English available for visitors?

For instance, I noticed the local plugin list was empty when I was using French (bug here: https://www.nopcommerce.com/en/boards/topic/90043/local-plugin-list-empty-when-using-another-language).

As a workaround, I have re-publish the English language but now, my visitors can choose between English and French languages while I only want to display French.
