Missing Option: "Must be assigned to customer role"

I would like to create a discount for a specific customer-role  but there is no option of:
"Must be assigned to customer role" (I only have "Add requirement group")

how can I restore this option ?

If you don't find it in your local plugins list, you don't need to compile from source.  It's in the Marketplace
