Implement non-google captcha for countries where Google captcha doesn't work

I suggest that you should Implement non-google captcha for countries where Google captcha doesn't work. For example, China.
This should auto switch based on country for which you can provide a configuration that if country matches one from the list of countries configured for non-google captcha, it should load non-google captcha instead of google captcha.

You can use the different URL for the Google captcha when "www.google.com" is not accessible, see details here and the related work item here.
As for the new non-google captcha, it looks like a great suggestion for a third-party plugin.
