Shading issue in 4.4 on Checkout

Hello everyone

Not quite sure what's going on here. The highlight in the checkout doesn't move from Billing Address to Shipping Address to Payment method like it should as you go through the processes.

This is default theme with no amendments or changes to code. Any ideas anyone?

It works fine on our demo website. Can you reproduce it here?
