One Time Discount for New Customer

Any tips for how I'd implement a one-time discount (free shipping) for a first-time customer?

I am thinking that I'd set a variable after they register "First_Order" or something, then if that is true, remove all shipping charges from the order.

Just not sure where to put the code.
