CSS not loading at first time after refreshing it works again nopCommerce 4.50.3

Please help me to solve this issue. The CSS is not loading the first time but after refreshing, it works.

Nopcommerce version 4.50.3
Azure app services
https://herblinesl.azurewebsites.net/

Check your App Settings for the Cache directory
Configuration > Settings > App settings
Check the directory specified exisits on the server
i.e. C:\inetpub\wwwroot\nopCommerce4.50.4\wwwroot\bundles
