Fed Ex Residential Rates and Discount Rates

As the title says

In fedex shipping what is Residential Rates and Discount Rates.

If both Residential Rates and Discount Rates are unchecked and i estimate the shipping I get a lesser price.

If residential rate is checked and i estimate the shipping i get a higher price.

Selecting Discount Rates has no change or atleast did not work for the parameter passed
