Can not load css

Hi. I am  new to nopcommerce. I installed nopcommerce, created DB. But when I run it I get
System.ArgumentOutOfRangeException: A valid UTF32 value is between 0x000000 and 0x10ffff, inclusive, and should not include surrogate codepoint values (0x00d800 ~ 0x00dfff). (Parameter 'utf32')
and css is not loading. but site is running. I tried with 4.50.4 and 4.60.3 versions
